The Legacy
T.C. Williams Dry Cleaners was established in 1942 on historic E. Olney Rd and Church Street in Norfolk, Virginia. The property represents generational ownership, resilience, and local entrepreneurship. T.C. Williams Plaza continues that legacy through structured redevelopment designed for long-term sustainability.

“Established 1942. Still Building Forward.”
History
Established 1942. Still standing.
Now building forward.
T.C. Williams Plaza represents more than redevelopment — it represents continuity.
Established in 1942, my grandfather built T.C. Williams Dry Cleaners on East Olney Rd. and Church Street during a time when ownership required resilience and vision. That property remains in our family today.
We are now transitioning that legacy into a structured mixed-use development consisting of 28 residential units and curated ground-level retail — anchored by community-focused businesses including YO! Youth Organization, Church Street Museum, Underground Railroad Market, and Watergate.
Developer & Cultural Initiator Treena Moore
Church Street was once home to thriving businesses, cultural institutions, and generational leadership. As Norfolk evolved through periods of urban renewal and large-scale redevelopment, much of that economic foundation was transformed.
T.C. Williams Plaza represents an opportunity to reconnect legacy with future growth through:
· Residential living spaces
· Retail opportunities for local entrepreneurs
· The Underground Railroad Market (food market)
Community-centered development participation
Community & Cultural Engagement
T.C. Williams Plaza extends beyond development. Through Bmoore Buttons, a creative and educational initiative founded by Treena Moore, the project integrates arts, history, and intergenerational storytelling into the redevelopment vision.
Bmoore Buttons promotes:
• Youth arts programming
• Community workshops
• Historical storytelling
